Emergency Operation on the Amateur Service
2024-04-03 I was going to post this but looks like the thread is gone:
“[w]hile the value of the amateur service to the public as a voluntary noncommercial communications service, particularly with respect to providing emergency communications, is one of the underlying principles of the amateur service, the amateur service is not an emergency radio service." https://docs.fcc.gov/public/attachments/FCC-20-184A1_Rcd.pdf
"Moreover, in light of the concerns raised by some commenters, we require that non-government sponsored drills and tests be limited to no more than one hour per week; except that no more than twice in any calendar year, they may be conducted for a period not to exceed 72 hours". https://docs.fcc.gov/public/attachments/FCC-10-124A1_Rcd.pdf
I mean, I may be reading this wrong, but sounds to me like ham radio is expressly not an emergency service except during actual emergencies and periodic (non-continuous) drills, at least in the jurisdictions where the FCC has authority.
